URL reservation is a concept that is only relevant for the HTTP.sys web server. When we switched to .NET and ASP.NET Core, we also moved to using Kestrel as the web server.

URL reservations no longer server any purpose, so the PR removes all the code that interacts with them.

The PowerShell commands that interacted with them have been kept, but they have been updated to say that they are no longer needed, don't do anything anymore, and point to the equivalent netsh command.
