Adds poverty rates and inequality metrics to the economy comparison analysis, matching policyengine.py PR #207.

Poverty outputs:

  • UK: absolute BHC/AHC, relative BHC/AHC
  • US: SPM, deep SPM

Inequality outputs:

  • Gini coefficient
  • Top 10%, top 1%, bottom 50% income shares

New database tables with migration. Modal functions updated to calculate and store these metrics for both baseline and reform simulations.
