fix: solve the issue of abnormal startup of STM32MP157, and fix arduino ci error.

@Rbb666 @supperthomas 该PR可以先合并，以便stm32mp1xx系列软件包瘦身计划推动，不影响仓库

CI是软件包的问题，这个是当初arduino软件包遗留的一些发布版本更新问题，在和满老师讨论怎么处理更合适些
