chore: update snapshot

To pull in autoware packages, I had to update the snapshot we are using. I suppose this will update a number of packages?

This also removes a few packages from vinca.yaml that are not published (anymore).

To update the snapshot we need to do a full rebuild (see last part of https://robostack.github.io/Contributing.html). Refreshing conda_build_config.yaml can be skipped, but everything else is required to avoid ABI incompatibilities.

Yeah that makes sense. Do you think we are ready for a full rebuild? :)
I am currently looking into the patches to see how much work is needed there.

We are never ready for a full rebuild. : )

But to be honest over time the pain for full rebuilds reduced quite a lot, we have some blocker on conda-forge (see conda-forge/ceres-solver-feedstock#51 (comment)) but nothing impossible to solve.

Hi folks! I am in need of the Humble version of simulation_interfaces to use Isaac Sim's ROS2 Simulation Control plugin. I notice that it's present in the distro file but not present on the Conda channel which I assume means it hasn't been released in a rebuild yet Nevermind, I misread. #369. But my offer of help below still stands :)

What help do y'all need?

Hi @EzraBrooks - thanks for offering to help! For Jazzy, we now (nearly) have a complete rebuild ready: RoboStack/ros-jazzy#135

If we can pull of something similar for Humble, that'd be amazing. I think most of the hard work we've already done for Jazzy and can leverage for Humble.

We need to:

• Update patches (@wolfv made a start in this PR)
• Update the dependency version pinnings (we can steal from Jazzy)
• Bump the mutex version etc (see Jazzy PR)
• Add the regression tests from the Jazzy PR, they can be copied 1:1

If you (or any other volunteer :)) want to open a PR doing a subset of the above, that'd be amazing.
