Add search_user Action

This PR includes the search_users action.

Is it necessary to make include_active and include_inactive required here? It seems you have defaults both in the yaml params here as well as in run().

That's a good point, they aren't required. Let me update that.

@jpavlav sorry one more thing i just noticed before I was about to merge... somehow 3.3.0 falls after 3.2.3 in the changelog. Can you please fix? Otherwise lgtm
