Add Disarium number algorithm with type hints and doctests

Describe your change:

This pull request adds a new algorithm disarium_number.py that checks whether a given number is a Disarium number.

A Disarium number is a number in which the sum of its digits raised to the power of their respective positions equals the number itself.

• Add an algorithm?
• Fix a bug or typo in an existing algorithm?
• Add or change doctests? -- Note: Please avoid changing both code and tests in a single pull request.
