Update Carbon dependency to ^3.10

Updates Carbon dependency constraint to require 3.10.x as requested.

Verification

All 39 tests pass with Carbon 3.10.3. The Carbon API surface used by this library (parse, createFromFormat, now, addSeconds, isBefore, format) is stable across this version range—no code changes required.
