This pull request introduces a new GitHub Actions workflow to help enforce repository policies regarding the
misc/directory. The workflow automatically checks for and blocks any new file additions tomisc/in pull requests.Repository policy enforcement:
.github/workflows/block_misc_additions.ymlto automatically detect and block new files added to themisc/directory in pull requests, failing the workflow if any are found.
