Rationale for this change

Implement native operator registry, using same pattern as expression registry.

What changes are included in this PR?

• New OperatorRegistry
• Move projection handling to the new framework
• Move some traits into ExpressionRegistry and OperatorRegistry

How are these changes tested?

Existing tests.
