Dragging within the vectorscope previously caused an extraneous exposure toast message to display. (They didn't actually alter exposure.)

Minor bugfix: Dragging within the vectorscope previously caused an extraneous exposure toast message to display at the top of the center view. (Drag events didn't actually alter exposure.)
This PR ignores drag events when there is no exposure or black point drag region in the current scope.
