find_blas.cmake is unable to find out blas, lapack and intel mkl library because intel's oneAPI has changed its installation directory structure.
cudnn installer provided by nvidia is by default installing cudnn to suggested path. Adding it will help cmake to find cudnn easily on windows OS.

cmake unable to detect blas, lapack, intel mkl and cudnn on my windows 11 64 bit OS. I fixed the issue by suggesting these changes in find_blas.cmake and find_cudnn.txt which will help cmake to find out proper path of library and include files.
