优化 eigenvector 与 closeness 算法，ARPACK 可选化
新增 C++ eigenvector 与 closeness 优化（OpenMP、算法选择等）。
CMake 可选检测并链接 ARPACK（HAVE_ARPACK）；若未找到，C++ 路径回退到 Eigen/幂迭代等实现。
说明：ARPACK 对 C++ 路径为可选（无则回退），Python 默认调用 SciPy.eigs（依赖 SciPy/ARPACK）；若不可用则回退到较慢的幂迭代实现。
