On windows platform persistency is implemented through temporary file. This approach is much more intrusive compared to POSIX persistency approach:

ShmemConfExtand addssuppress_persistencyoption for windows.Windows code is a little bit refactored to be more readable and support persistency file disabling.
Tests also included.
I also fixed some new clippy errors here and there
This change is needed for zenoh project
