it's never used anywhere, instead Instagram::TooManyRequests is triggered on status 429

The custom error class
Instagram::RateLimitExceededis never used anywhere, therefore we should remove it. InsteadInstagram::TooManyRequestsis triggered on HTTP responses with status 429. This duplication already led to some confusion, see #168.
