What does this PR do?

  1. we want an exception to forceignore's usual "ignore all ."
  2. our friend Jochen noticed that my previous forceignore change was making it not work correctly with relative paths, which he was using by CLI/Ext didn't seem to be. The previously written NUT for relative paths scenario was not properly testing them because the AI slipped one past me.
