Description of the change

Add workflow to enforce PR category labels as prefixes in the title eg. 'feat', 'fix', 'docs', 'style', 'refactor', 'perf', 'test', 'build', 'ci', 'chore', 'revert'

Was the PR tested

  • I have added >=1 unit test(s) for every new method I have added.
  • I have ensured all unit tests pass

I wonder do we need this workflow at the moment? I am slow to add something unless we have thew need.

@hickeyma It's just to add a little more structure around conventional commits and PR titles
