This PR adds overlay annotations to a new file recently added to the shared quantum library. Overlay annotations currently have no effect on compilation or evaluation, but will be used to enable Incremental CodeQL analysis in the future. Auto-generated overlay annotations were added to most shared libraries this morning, but this file was merged after the auto-generation script was last run.
