Pull Request Overview
This PR merges back changes from the release of codeql-cli-2.23.0 and bumps version strings in semmle-code in preparation for the next release (2.23.1). It performs standard post-release version management across all language packs and shared libraries.
- Updates all package versions to the next development version (X.Y.Z-dev)
