Initial effort at creating a proof-of-concept microgenerator to create a
BigQueryClientwith key methods from the various*ServiceClients.Merging to the autogen dev branch for experimentation only.
autogendev branch.blackennoxsession removed blank lines from some of thepagers.pyfiles (this is unrelated to this change but I'm not willing to make a separate PR for it).
