Update docs to redirect to the monorepo

Motivation and Context

The repo will be soon moved to the monorepo. In order to make the transition as smooth as possible, we want to encourage developers to use the monorepo instead.

Types of changes

• Updated docs / Refactor code / Added a tests case (non-breaking change)
• Bug fix (non-breaking change which fixes an issue)
• New feature (non-breaking change which adds functionality)
• Breaking change (fix or feature that would cause existing functionality to change)
