Add readme badges and update linting

README and badge improvements:

• Added badges for ./gh-cli scripts, ./scripts scripts, linting workflow status, and GitHub stars to the top of README.md, along with corresponding reference links.
• Updated folder references in README.md to remove /README.md from links and use consistent folder naming (e.g., /gh-cli instead of /gh-cli/README.md).

Linting workflow consistency:

• Changed linting workflow output header from "README Lint Results" to "Lint Results" for broader applicability in .github/workflows/lint-readme.yml.
• Updated linting workflow script to use new badge/folder naming conventions when processing lint results for gh-cli and scripts.
