Add more locations of Rwanda

What does this PR do?

It adds more locations and adds other names of the pre-existing locations

Examples

• We used to say ruhengeri but now we can say ruhengeri or musanze
• We used to say gisenyi but now we can say gisenyi or rubavu
• We used to say butare but now we can say butare or huye

Tasks

• Add other names of the pre-existing locations
• Add more names of the other cities in Rwanda
