Update changelog and .README.html for version 1.3.7

Summary by Sourcery

Document release of version 1.3.7 by updating the changelog and README, record a compatibility bug fix, and bump CI and build tool dependencies.

Bug Fixes:

  • Fix compatibility issue with community-general version 12 due to removed py27 and py36 support

Enhancements:

  • Bump tox-lsr to 3.14.0 (via 3.13.0), enabling standard-inventory-qcow2 in tests

CI:

  • Bump actions/upload-artifact from v4 to v5
  • Bump github/codeql-action from v3 to v4
  • Switch to versioned upload-artifact and consolidate CI tool bumps

  • Update CHANGELOG.md and README.html for version 1.3.7
