Add TimePay AI TTS Plugin

Add support for TimePay AI's hyper-realistic text-to-speech with Indian language support and emotion tags.

Features

• Hyper-realistic voices: 5 high-fidelity voices (Kartik, Rahul, Nisha, Tulsi, Seema)
• Indian language support: 12 languages with native script handling (Hindi, Tamil, Telugu, etc.)
• Emotion control: 7 emotion tags (<angry>, <whisper>, <excited>, etc.)
• Nonverbal sounds: [cough], [sigh], [sniffle], [yawn] tags
• Multi-language code-mixing: Seamless switching between English and Indian languages

Implementation

• HTTP-based API integration with Bearer token authentication
• Support for streaming synthesis with WAV output
• Configurable sample rates (8kHz, 16kHz, 24kHz) and speed control (0.5-2.0x)
• list_voices() method to expose available voices

This plugin fills a niche for Indian market applications requiring emotional expression and multilingual support in speech synthesis.
