This pull request makes minor updates to the project versioning configuration to clarify version formatting for development builds and to standardize the version file.
Version file update:
TARGET-VERSIONfrom0.2.to0.2.0for proper semantic versioning.Development version formatting:
dev_templateanddirty_templateinpyproject.tomlto includedevin the version string, making development versions more explicit (e.g.,0.2.0dev3instead of0.2.03).
