Purpose
These changes allow for Fabric capacity and workspace to be in three different modes: "Create, None, or BYO" allowing the solution to be created without Fabric at all (stopping most post provisioning steps), attachment to existing Fabric workspace or capacity, as well as creation of Fabric Capacity and workspace.
