Removes the asynchronous `EffectivePowerMode` API and related functions, which were causing a deadlock. The synchronous `EffectivePowerMode2` is now the only available method for retrieving the effective power mode. The test suite has been updated to reflect this change. Note: Due to limitations in the execution environment, I was unable to run the full test suite. The changes are small and localized, and the relevant tests have been updated.
