Update Bootstrapper for WinAppSDK 2.x/SemVer
WinAppSDK MSIX framework+main package family names in 2.0+ are now
blah.<major>(previouslyblah.<major>.<minor>). Bootstrapper updated to find and use major.* packages ifmajorMinorVersion>= 0x00020000 (2.*).Existing 1.x support remains unchanged (find and use major.minor.* packages). Specify
majorMinorVersion< 0x00020000 (1.*).Test packages' Name updated to new 2.x
blah.<major>syntax e.g.blah.4(previouslyblah.4.1).NOTE: 1.x compatibility tests are an exercise for the aggregator repository (like all 1.x older-release backwards compatibility tests).
