Disables weekly generation for Ruby (not released since Aug 2023) & CLI (not released sine June 2024) to reduce PR noise.

While I appreciate the initiative here, I think that we should require the PM group to officially deprecate those first, and make the announcements.
Without that, doing things like simply disabling generation pipelines only means those products (CLI, ruby) fall further into technical debt, which will eventually become a problem if a support case resolution requires us to re-generate.
Once the announcements are done, we can not only clean up the generation pipelines, but also archive the repos and deprecate the packages on their feeds, sending a clear signal to customers, which will provide them with a better experience.
