fix(io_uring): handle ENOTCONN error in shutdown path

Adds .NOTCONN error handling for socket shutdown on io_uring backend, propagates to callback as one would expect.

Notes:

• fix(kqueue): fix syscall error propagation in completion handling #207 adds the error case for kqueue backend
• epoll backend already handles the error case
