Add Lazy Toggl MCP server

An MCP server to track time using Toggl API using minimum set of actions: start/stop, get current entry, list workspaces

Motivation and Context

To have a simple too for time tracking using Toggl

How Has This Been Tested?

Using this daily via Cline VS Code extension
