This should be enough to build Debian 12 images. I'm not sure why
arm64is excluded forbullseye, though (https://github.com/multiarch/debian-debootstrap/blob/master/.github/workflows/actions.yml#L25). Maybe it has to be excluded forbookwormas well. Let me know and I'll update the PR.
