feat: add feature request issue template

[nanotaboada]

Add standardized GitHub issue template for feature requests with
sections for problem statement, proposed solution, technical
approach, acceptance criteria, and references.

Template enforces pre-review of implementation details before PR
submission to improve code review efficiency.
