Adds a github workflow that publishes
ni.datastoreto pypi or testpypi if a release is created in github.This publish.yml file is based on the version in nipanel-python.
Why should this Pull Request be merged?
Implements AB#3187222
What testing has been done?
None - I'll publish to testpypi after submission to make sure it works.
