IIUC the usual convention is to use
BUILD_TESTINGfollowing the CTest module convention. By using the same name, it reduces the maintenance burden on package builders (my build tools is automatically passing-DBUILD_TESTING=OFFwhen targeting production, I'd rather not have to manually specify the custom variable name)
