Pollerama/Reddit style moderation system

A moderation system, that allows users to moderate topic based feeds, while allowing readers to chose whom to query moderations from.

I'm not a big believer on client-side moderation, but I think it's ok to have such things standardized.

However without certain criteria for selecting relays and/or pubkeys to use these filters with it can't work in the long term because you'll just be spammed to death or will have to download infinite amounts of events.

A NIP should include those considerations otherwise everybody will just be confused and implement it wrongly, if at all (this also applies to some other NIPs we have merged already, by the way).

@fiatjaf has to be client side otherwise the user has no control if they even wants things to be moderated.
