this should probably go to v1.1.x branch, just to be sure if any possible next patches work with that version

This pull request updates the version of the
hwlocdependency from 2.10.0 to 2.13.0 throughout the build and CI configuration. The changes ensure that both the Windows dynamic build and static linking use the newer version ofhwloc.Dependency version update:
