This pull request updates the project’s supported Python versions to 3.10+ and stops advertising or testing Python 3.9 compatibility. It raises the package/lockfile minimum Python requirement, removes the dedicated 3.9 CI/local old-version test path, updates contributor and user-facing docs/examples, and deletes obsolete 3.9-only test collection guards. This is an intentional compatibility policy change for users still running Python 3.9.
