Short-term fix for #255 in the interim of a fully responsive layout.

keeps standard styling for collapsed navigation.
adds simple scrollbar for active navigation.
Useful for older model laptops and laptops with smaller screens (noted in Can't scroll all the way down on navigation #255).
Doesn't lower the quality of experience on other devices.
