Revert "[OSPRH-16305] Introduce OpenStackLightspeed"

We're reverting the OpenStackLightspeed change for now. We need to ensure first that we have builds for the vector database image. This commit will be re-introduced after the FR4 branch has been created.

This reverts commit 8362b19.
