You should add a note to this pull request, that it is a WIP, before the mindegree ordering logic it relies on in Boost is not working properly, and that this can be merged later once boost logic is fixed

Fixes #2962.
This PR adds one new function named pgr_minDegreeOrdering to pgrouting:
pgr_minDegreeOrdering: Returns the minimum degree ordering of an undirected graphsThis is a final merge PR containing commits from several different PRs combined.
The intermediate PRs made on the GSoC-pgRouting repository are as follows:
