[PENDING] Experimental Function - minDegreeOrdering

Fixes #2962.

This PR adds one new function named pgr_minDegreeOrdering to pgrouting:

• pgr_minDegreeOrdering: Returns the minimum degree ordering of an undirected graphs

This is a final merge PR containing commits from several different PRs combined.

This function is currently marked as Work in Progress. The Boost side implementation is not fully functional yet, so the related PR cannot be merged at this stage. Further debugging and fixes are required before moving it forward.

You should add a note to this pull request, that it is a WIP, before the mindegree ordering logic it relies on in Boost is not working properly, and that this can be merged later once boost logic is fixed
