This adds preliminary support for metadata spec 2.4, i.e uploads won't break (cherry picked from commit 68e6af8)

This is a backport of PR #800 as merged into main (68e6af8).
Twine no longer uses pkginfo, so we no longer need to prevent installing the latest. This will also mean that Metadata 2.4 packages will no longer break on upload.
