I believe #1358 found a bug in how we clone repos: it looks like we try to clone the repos during the (sequential) package solving process, even in the case when the dependencies of each repo are specified in the package set.
This PR attempts a fix for that, and adds a few tests to verify that we first solve, then clone when we can do so.
