With the drop of forward compatibility in Scala 2.13, having the scalac plugins available as soon as possible is more important than ever.
I was updating a project and was forced to 2.13.17 by a dependency, since it was compiled with it. But the project also used scoverage which is not available for Scala 2.13.17.

So I needed to disable scoverage for now until is published.

Thanks @lolgab but this isn't enough to get it to release. You can see more in #716 and in #713.
