Extend GitHub Actions workflow by adding a matrix for WASM targets and configuring conditional WASI SDK installation for `wasm32-wasip2`. Adjust `rust-toolchain.toml` to include both `wasm32-wasip2` and `wasm32-unknown-unknown` targets. Signed-off-by: Yuki Kishimoto <yukikishimoto@protonmail.com>
