This PR (including its necessity and its complications/problems) is a yet another illustration of why we should change how release notes are managed. The problems we need to address will not "go away" even if we stop editing the "wrong file". I wish the discussion at #2261 (comment) were completed before this PR was posted.
This PR combines content, formatting, and synchronization changes. Such a combination makes review very difficult. Please avoid such combinations in the future!

Updates to v6, v7, and v8 release notes.
Correcting indentation, directive/option list ordering,
missing section titles.
This is mostly to get master branch back in sync with
the release branches content. However some indent
changes should be backported to v7/v6.
