fix: add kubectl and openssl to testing-tools

Description

Since the refactoring of testing-tools both kubectl and openssl are not present anymore in the new testing image. During the rollout I discovered that both tools are needed to test secret-operator.

I think it makes sense to include these tools in the basic layer and not create a specialized image just for secret-op.

As the new testing-tools image is not used anywhere yet, I did not bump the version.

TIP: Running integration tests with a new product image

The image can be built and uploaded to the kind cluster with the following commands:

boil build <IMAGE> --image-version <RELEASE_VERSION> --strip-architecture --load
kind load docker-image <MANIFEST_URI> --name=<name-of-your-test-cluster>

See the output of boil to retrieve the image manifest URI for <MANIFEST_URI>.
