Description of the Problem
While the new floating actions toolbar helped us solve a space issue in the header area, when the viewport is longer it can be difficult to notice, and also a bit uncomfortable to click since it's also far away from where your cursor position is.
What this PR Does
The floating toolbar now uses sticky positioning rather than fixed positioning.
