use new docker registry chart which uses annotation snippets to rewrite path to add /v2 allowing calls to staging.dockerhub.stfc.ac.uk to redirect to staging.dockerhub.stfc.ac.uk/v2

enable snippet annotations and use latest docker registry chart which uses these annotations to redirect staging.dockerhub.stfc.ac.uk -> staging.dockerhub.stfc.ac.uk/v2
