Increase otel attribute limits and make them configurable

This will address #1964:

• Span and log attribute default value limits raised to 131072 bytes (from 1024), but truncated to 8192 in the trigger.dev logs
• For self-hosters, environment variables have been introduced to allow customization:

TRIGGER_OTEL_ATTRIBUTE_PER_LINK_COUNT_LIMIT: z.string().default("10"),
TRIGGER_OTEL_ATTRIBUTE_PER_EVENT_COUNT_LIMIT: z.string().default("10"),

On the cloud, limits can be configured per-environment by the trigger.dev team via the new builtInEnvironmentVariableOverrides column on RuntimeEnvironment.
